Neste has commissioned a new EUR 111 million facility for upgrading liquefied waste plastic (LWP) at its Porvoo refinery in Finland. With a capacity of up to 150,000 tonnes per year, Neste describes it as the world’s largest facility of its kind.
The plant upgrades pyrolysis oils derived from hard-to-recycle plastic waste, including mixed, contaminated and multilayer plastics that are unsuitable for mechanical recycling. The upgraded material can then be co-processed at the refinery and used as feedstock for high-quality plastics and chemicals.
Neste has processed liquefied plastic waste since 2020. Construction of the new unit began in 2023 and was completed in late 2025, with production ramping up during 2026.
According to Neste, chemically recycling plastic waste instead of incinerating it and using the resulting material to replace fossil feedstock can reduce virgin fossil resource consumption by more than 70% and greenhouse-gas emissions by more than 35%.
The project represents an important industrial-scale step towards replacing fossil feedstocks in the European chemical and plastics industry.
